About the Position

The Olympia Public Works Department, Water Resources division, seeks a qualified individual to fill the position of Geographic Information System (GIS) Specialist. The GIS Specialist performs moderate to complex GIS functions and also has higher-level communication skills necessary to work with the user community. The GIS Specialist provides support to internal customer representatives from the Storm and Surface Water Utility, Wastewater Utility and Drinking Water Utility. The GIS Specialist works with these internal customers’ subject matter experts and brings their interests, including scoped project needs, to the attention of the City’s Information Services Department for implementation. This is a .75 FTE position.

The GIS Specialist performs technical work to support internal customers’ development, implementation, and maintenance of various geospatial datasets. Work involves research, data collection, data creation, data editing and map production. The GIS Specialist responds to requests for maps, data, and other geospatial information products, and supports internal customers’ use of enterprise GIS applications. The GIS Specialist also performs related work as assigned.

This position currently uses ArcMap to complete assignments. Migration to ArcGIS Pro is
expected in the near-term future.

  • Expertise in stewardship and editing Utility system assets in the ESRI Platform (desktop and web environments).
  • Strong knowledge of GIS web and mobile solutions in a production enterprise environment.
  • Knowledge of relational database design and management, principals of cartography, and methods for spatial analysis
  • Skilled in communicating technical information to non-technical end-users.
  • Ability to train and support GIS end users including mobile/field users.
  • Demonstrated willingness to model the City’s values: Integrity, Collaboration, Innovation, Respect and Excellence.
  • Skilled in troubleshooting and problem resolution of spatial data and GIS applications.
  • Familiar with reading drawings including plats, replats, site plans, paving, drainage and utility installations, and uploading/converting data to graphics, attribute tables and spatial data sets.
    Familiar with CityWorks.

Examples of Duties / Knowledge & Skills

The essential functions of this position include but are not limited to
  • Perform moderate to complex geo-processing and analysis using GIS applications to create, edit, and maintain GIS data layers
  • Prepare moderate to complex analysis and maps for public requests, public meetings, planning, public hearings, and environmental analysis.
  • Develop and maintain data quality, cartographic standards, and best practices for GIS.
  • Develop and maintain documentation and metadata for geospatial data.
  • Punctual, regular, and reliable attendance is essential for successful job performance.
  • Creates and maintains public-facing interactive GIS webmaps.
  • Works with City departments to identify and create geospatial data, maps, applications, analysis, and reports.
  • Stay current on GIS technologies and recommend new or additional GIS tools to fulfill the organization’s needs.
  • Creates and maintains metadata according to mapping standards.
  • Assists in the development and maintenance of the City's GIS datasets and Citywide geo-databases in an ArcGIS Enterprise environment.
  • Compiles and integrates data from a wide variety of sources; creates and edits geospatial data using field data and digitizing techniques.
  • Creates geographic data sets and generates resultant maps, charts and other relevant geographic information for departmental analysis and management.

​Knowledge/Skills/Abilities
  • Ability to assist public and/or other City staff in understanding GIS methodology and techniques.
  • Knowledge of published and practiced cartographic, computer programming, GIS and surveying standards.
  • Knowledge of principles, practices, techniques and concepts used in performing geoprocessing functions.
  • Knowledge of spatial database management procedures.
  • Knowledge of computerized mapping hardware capabilities and operations.
  • Ability to operate and use GIS software including ArcMap, ArcGIS Pro, Field Maps, Survey 123, and ArcGIS Online solutions.
  • Ability to independently solve problems, prioritize and organize workload and assume responsibility for meeting deadlines with frequent interruptions.
  • Ability to read, understand and apply technical manuals and procedures.
  • Ability to maintain required records and prepare necessary reports.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to maintain integrity of work by adhering to the GIS code of ethics.
  • Ability to establish and maintain effective working relationships with other staff, vendors, associates, public officials, representatives from other agencies and the general public.
    Demonstrated punctual, regular and reliable attendance is required.

Experience/Education
Bachelor’s degree or equivalent in geography, environmental management, computer science or closely related field, plus two years of experience using ESRI GIS software and/or Autodesk CAD software, or any equivalent combination of experience and education which provides the applicant with the desired skills to perform the work.
GIS Certification is desirable.

Contacts
  • The GIS Specialist has daily interaction with City staff to coordinate City and Department programs, projects, and GIS requests.
  • GIS Specialists consult and advise City Council, City Managers, and staff in at all organizational levels.
  • GIS Specialists also work with the public to provide information, training, and interpretation of GIS products.

Supervision
  • May have lead responsibilities.

Accountability
  • Accountable for ensuring GIS data meets all industry applicable rules, regulations and standards for publication on the City Enterprise GIS or as established by the City GIS Analyst.
  • Accountable to Program Supervisor for the accurate and timely completion of assigned tasks.
    GIS personnel have no formal supervisory responsibilities, but are often project lead; trains new employees, assigns tasks and reviews the work of other GIS staff.

Working Conditions
  • Work is usually performed in an office environment with a majority of the time sitting at a computer terminal.
  • Minimal physical exertion is required.
  • Visual acuity is required to prepare maps.
  • The work is detailed and technical, requiring close attention.
  • It may require extended periods of sitting, although the incumbent may stand and move as needed.
  • Fieldwork as necessary to obtain or verity GIS data.
