Multnomah County Dept. of Assessment Recording and Taxation is looking for a GIS Tech temporary employee to fill behind a upcoming vacancy. Temporary no benefits. Salary is on the link to the class specification.

OVERVIEW
Perform moderately complex specialized and technical functions and duties in the operation, use and maintenance of Geographic Information Systems (GIS); create and maintain digital maps, GIS layers and geographic database data and support the Division of Assessment and Taxation (DART) staff.

CLASS INFORMATION
This is the full performance/journey level in the GIS Technician series.  Incumbents perform the full range of duties, working independently, applying well developed subject knowledge, and exercising judgment and initiative.  Positions at this level receive occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit.  Completed work is reviewed based on compliance, appropriateness, and effectiveness in meeting goals and deadlines.

The GIS Technician is distinguished from the GIS Technician Senior in that the latter is the advanced journey classification and is assigned highly complex duties that require judgment, specialized technical and systems knowledge. In addition, the GIS Technician Senior may provide functional and technical supervision to clerical and/or technical staff.

EXAMPLES OF DUTIES
Essential Functions (Essential functions as defined under the Americans with Disabilities Act may include the following duties and responsibilities, knowledge, skills and other characteristics.  Depending upon assignment, the incumbent may perform a combination of some or all of the following duties, which are a representative sample of the level of work appropriate to this classification.)
 
  • Perform GIS data maintenance, analysis, data capturing, conversion and entry; perform data research, investigation and verification; and assist with solving technical problems and determining possible solutions.
  • Create, maintain and update maps, drawings, plans, spreadsheets, data files and documentation for a variety of uses; incorporate new developments, subdivisions, easements and other similar boundary changes; gather information from various sources, including legal description, survey data, document descriptions, court records, etc.
  • Perform research activities to determine ownership and make corrections and changes on existing maps; research property history and read and write legal descriptions; research and process land transactions and enter parcel change information; interpret detailed plans, photographs, maps, and legal descriptions to generate reports.
  • Maintain and update Taxing District boundaries; identify tax roll descriptions by correlating legal descriptions in deeds, contracts, mortgages, and judgments with a cadastral map.
  • Respond to GIS and mapping requests from employees and the public regarding property ownership, jurisdiction and legal parcels; provide owner-agent with statements to be recorded with plat; may accompany owner-agent to recording office to ensure proper statement recording; communicate with other departments and agencies to clarify information and data.
  • Perform other duties as assigned.


DISTINGUISHING CHARACTERISTICS (LEVEL AND TYPE OF WORK) AND/OR SUPERVISION
Receives general supervision from management, professional, or technical staff.

COMPETENCIES (KNOWLEDGE, SKILLS, ABILITIES)
  • Working knowledge of principles, practices and techniques of GIS, geography, cartography, and spatial analysis.
  • Working knowledge of principles, practices and techniques of conveyance documents, chain of title, and land use planning laws.
  • Working knowledge of terminology, symbols, methods and techniques used in geographic mapping and cartography.
  • Working knowledge of computer aided mapping and/or drafting equipment, computer based geographic information systems and software.  
  • Working knowledge of mathematics, statistics and spatial data analysis.
  • Skill in performing moderately complex tabulations and computations and monitor a variety of data processes.
  • Skill in interpreting, communicating, and applying a variety of policies, laws, regulations, and guidelines.
  • Ability to conduct research of documents and evaluate the reliability of data, read and interpret legal documents, maps and surveys, and decide appropriate course of action.
  • Ability to communicate clearly and effectively, both verbally and in writing.
  • Ability to work cooperatively and develop effective working relationships with diverse work groups and the general public, including the ability to deal with stressful and difficult situations.

MINIMUM QUALIFICATIONS GUIDELINES
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. 

Education/Training:  Equivalent to an Associate of Arts or Science degree from an accredited college with major course work in cartography, drafting, or a related field; AND

Experience:  Two (2) years of increasingly responsible experience in the use and operation of GIS and cartography systems and applications.

Depending upon assignment, candidates may be required to pass a criminal background check.
