Job Title: GIS Technician 
Location: Vancouver, WA
Duration: 12 months + extension
Rate range: $24 - $26/hr W2

Summary
This position supports the manager of the Survey and Mapping organization and will provide cartographic and geospatial support. 

Responsibilities
  • Participate as a GIS team member in the Surveying and Mapping-, whose activities include data scrubbing, analysis of data sets, editing data in an ArcSDE environment, and other documents.
  • Assist in the transfer and storage of large quantities of digital data. Facilitates the flow of data between the Survey Section and other groups.
  • Work with the Geographic Information Systems (GIS) department to integrate the geospatial program GIS/GPS data with the GIS department data.
  • Develop and administer GIS Databases. Maintain sites, report databases and GIS using current principles, practices, concepts, and theories of database administration and application design and development.
  • Digitize various maps and other documents from reports, survey maps, site records, etc.
  • Assist in development and testing of an Access database for maintenance of site and survey records. Populates final database through data entry or transfer of existing digital records.
  • Maintain various databases and ensure data quality through the use of automated and manual techniques to enter, edit, and process data sets. 
  • Manage established data sharing agreements with other agencies, contract service providers, and other parties as needed.
  • Design and prepare publication quality cartographic products utilizing industry standards.
  • Maintain permanent, archival records or survey reports. Maintains a database in order to provide precise access to specific stored archival records.

Qualifications 
  • Bachelors Degree or higher in associated field of expertise is preferred. Bachelor’s degree in Geography, Land Surveying, computer science, engineering or a related field is highly preferred. 
  • This is a Level 1 position – 3-5 years experience required. 
  • Minimum 3 years experience with GIS and Access databases is required.
  • A working knowledge of GPS data collection, hardware and software is required.
  • Demonstrated proficiency in use of ESRI’s Arc/Info and ArcGIS software is needed, as well as experience with PC operating systems is required. 
  • Working knowledge of Microsoft Office Suite (Outlook, Excel and Word) required (MS Office 2010 proficiency required).
  • Must have demonstrated SharePoint experience.
  • Demonstrated experience working with Microsoft Access software, established databases, and advanced computer skills required. 
  • Possess excellent organizational skills, work well under pressure and meet deadlines; have a client-oriented attitude, with ability to multi-task and "switch gears" quickly
  • LIS (Land Information System), Application Extender and ProjectWise experience is desirable.
  • This position works closely with land surveyors and cartographic technicians in multiple government agencies and tribes. Familiarity with surveying and map making and/or city planning management would be beneficial.
  • Candidate must demonstrate ability to pay close attention to detail, be able to interface and communicate with various professional personnel and management and maintain good client relations.
  • High degree of confidentiality required.
  • Must possess the ability to see the big picture and be able to anticipate what will be needed.
  • Occasional travel may be required up to 3 days per month to client meetings (potentially including overnight travel).
  • This position works with restricted and sensitive information; must ensure that confidential information is protected and appropriately handled.
  • Act as a team player; consistently model outstanding customer service skills, with demonstrated willingness to go the extra mile.
  • Transmit information effectively, to present and describe issues clearly and concisely.
  • Be self-directed, punctual and have an excellent attendance record.
