Seattle Public Utilities (SPU) is recruiting for a Modeling Manager (Mgr. 3) to lead the Drainage & Wastewater (DWW) Hydrologic and Hydraulic (H/H) modeling and system capacity assessment team. This position supervises a small team of modelers and engineers that provide the DWW Line of Business (LOB) with modeling and GIS services from planning through operations. Additionally, the team builds, calibrates, manages, maintains, stewards, and utilizes DWW system network models; selects locations and reviews data for monitoring, oversees modeling work completed by consultants, develops and updates modeling standards and guidelines, and provides technical assistance related to H/H modeling to staff across SPU and provides DWW specific GIS support to the LOB.

Job Responsibilities
  • Provide leadership to staff focused on providing H/H modeling services supporting various business activities including short- and long-term system planning, strategic maintenance planning, development services and plan review, risk management investigations, capital program development, floodplain management, and system operations.
  • Develop, establish, and implement a visionary framework for the DWW LOB modeling program including the continued development, management and stewardship of drainage and wastewater system network models.
  • Continue to build and strengthen the collaborative work relationship between SPU and King
  • County modeling staff as part of a long-term effort to improve DWW services by exploring opportunities for joint system operations through optimization of existing and/or new facilities.
  • Provide oversight, direction, and review to staff conducting calibration and validation of drainage and wastewater models; develop, establish, and administer SPU standards and guidelines; and perform system capacity assessments.
  • Manage flow/depth monitoring, including site identification, data review, and vendor coordination, to support model development, calibration, and/or validation.
  • Provide leadership to a small team of GIS professionals who provide GIS support to the DWW LOB.
  • Work effectively in team situations and establish strong relationships with Planning, Capital Projects, Operations, Pipe Rehabilitation, Policy, and other teams where overlap of project work exists.

Qualifications


Experience:
 Seven (7) years of progressively responsible experience that demonstrate the ability to achieve the primary responsibilities as outlined. Experience must include two (2) years of supervisory experience.

Education:
 Bachelor's degree in civil engineering, environmental engineering, environmental studies, or related field (or a combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class).

License: Registration as a Professional Engineer in the State of Washington.

The ideal candidate should possess some/most of the following:
  • Track record of effectively building relationships with internal and external stakeholders
  • Experience with hydraulic modeling and modeling platforms such as PCSWWM and MIKE URBAN/MIKE+
  • Experience developing, monitoring, and managing projects, budgets, schedules, and teams
  • Experience with ArcGIS software
  • Experience working with consultants, including leading procurement processes, negotiating contracts, leading consultant teams, developing scopes of work, and managing scope, schedule, and budget
  • Excellent time and data management, communication, and interpersonal skills
  • Enthusiastic about learning, pushing technical boundaries, and finding new, innovative modeling solutions
  • Demonstrated ability to work intensively, communicate openly, and coordinate efficiently within a team-focused environment
  • Demonstrated ability to meet project deadlines and program goals within scope, schedule, and budget

  • Ability to communicate and work effectively within a multi-cultural workforce serving a diverse customer base.
