Team Summary
The Insights team sits within Global Delivery Programs (GDP’s) Strategy & Insights division. GDP works to improve the delivery of health products and services so countries can significantly prevent unnecessary sickness and death for vulnerable populations, especially women and children in low-income settings. We strive to elevate the voices of women, public health leaders, mothers and health workers who play a critical role in health promotion and disease prevention.

We define an insight as new understanding that clarifies decisions, actions, and ways forward. While we often act as data advisors for a wide range of data methods and types (including geospatial, innovative measures/proxies, surveys, sampling, monitoring, customer insights, human-centered design, learning/impact evaluation), our primary role is in insights formation and activation which may include modeling, analytics, synthesis, transformation, and insights presentation. Position Summary
As a Senior Program Officer (SPO), Geospatial Insights, you will bring expertise to lead our portfolio of work in building and using GIS including GRID3 (Geo-Referenced Infrastructure and Demographic Data for Development) and other related geospatial investments to enable more accurate population estimates, administrative boundaries, infrastructure, settlement mapping, facilities and campaign planning.

Reporting directly to the Deputy Director, you will lead the Geospatial Insights Support Team (GIST) which collaborates with other programmatic teams in the Foundation (including, Health Systems, Immunization, Maternal Newborn Child Health, Family Planning, Polio, Agriculture, Neglected Tropical Diseases, Malaria, Financial Services for the Poor, etc.) on their geospatial strategies and investments.

What You Will Do!
  • Support the GDP Insights team, by participating in setting overall goals, developing priority questions, and development of strategy, as well as manage investments.
  • Collaborate with directors and deputy directors and colleagues across Strategy & Planning and Insights teams to understand core program decisions and strategic choices and translate those into quarriable analyses.
  • Design and manage multiple complex qualitative and quantitative research projects, including selecting the right vendors, methodologies, and techniques, interpreting data and developing recommendations to advance the research road map.
  • Provide consultation to colleagues and collaborators to delve deeper into findings and hone strategic questions.
  • Cultivate and engage a network of partners to support health impact, consumer/client and/or health system research projects in emerging markets.
  • Build mechanisms and partnerships to aggregate existing grant, partner, and globally available data to improve utility.
  • Establish and maintain internal and external tools, partnerships and consortia to bank, catalogue, and improve availability and speed of information to inform a range of decisions.
  • Draw on learning generated from Global Delivery grants and programs to extract data, findings, and knowledge.
  • Package and disseminate knowledge and learning artefacts, creating a rhythm of business for equipping Global Delivery teams to be current and knowledgeable about insights relevant to health impact and disease burden, health systems and their clients.
  • Apply technical expertise and strategic business expertise to identify, develop and lead a portfolio of strategic investments related especially to geospatial data in service of primary health care and immunizations.
  • Negotiate, implement, and lead complex grants and performance-based contracts.
  • Serve as a thought partner and resource to grantees and partners to facilitate accomplishment of GDP Insights portfolio’s strategic objectives

Education and Experience:
Minimum Qualification
  • Bachelors degree with 10+ years of experience in geospatial data or similar data types or equivalent combination. Candidates with fewer years of experience will be considered as a Program Officer (PO).
  • Ability to travel up to 30% internationally.

Stand Out Qualifications:
  • Advanced degree
  • Experience with GRID3, ArcGIS, QGIS, and other comparable software
  • Fluency in data licensing, purchasing, and sharing agreements
  • Thought leadership and convener in the field
