Salary Range:
Minimum: $56,930.00
Midpoint: $71,162.00
Maximum: $85,395.00

Technical position provides: cartographic mapping and presentations; spatial analysis queries and reports; support for desktop GIS application development; training and software support; support for planning and decision making; data preparation, maintenance, and distribution at the agency-wide and regional level; technical documentation; and technical assistance where needed related to Geographic Information Systems (GIS) activity. This may include: GPS data collection; feature editing; the development and documentation of user requirements and metadata; address standardization and geocoding; demographic analysis using Census data; programming and automation and cartographic design for presentation and analysis. Ensure a commitment to safety through consistent and professional behaviors in performance of job requirements that demonstrate safety is a fundamental value that guides all aspects of our work. Perform related duties as required.
 
Essential Functions
  • Provide agency-wide GIS support including: planning and analysis; Title IV analysis; GIS software support and maintenance; cartographic mapping; spatial data management; project consulting with regards to data analysis; automation of processes; generation of mailings; on-street data collection; O&D studies; and geo-coding.Maintain and develop automate procedures using shell scripting languages, SQL, and Python.
  • Enterprise level utilization of, and/or management and distribution of, datasets such as: regional RLIS data; transit datasets, such as GTFS and GTFS-RT; Census data; TIGER data; OpenStreetMap; landmarks; addresses.
  • Provide data publishing to both internal and external users, including regional, state and federal entities.
  • Provide software and technical support for internal GIS users throughout the agency.
  • Provide and assist with software installations; training; technical support and logging; registration and license administration; general GIS consultation.
  • Collaborate with the GIS and open source; and internal customers in support of system requirements, regional projects, and data consistencies.

Position Requirements
Bachelor's Degree in Computer Science, Statistical Analysis, Geography, Computer Science, Urban Planning, or related field is required.

Four to six years of increasingly responsible professional experience in statistical analysis, mapping, spatial analysis, computer database applications, transit operations, or other analytical work is desirable. Training and experience in the use of Geographic Information Systems is essential.

Or any equivalent combination of training and experience.

Selection Criteria
  • Demonstrated skills and knowledge in the use of geographic information systems, statistics, spatial, and demographic analysis, and the ability to prepare clear and concise reports and accurate and artful map preparation.
  • Knowledge and experience using ESRI GIS software demonstrating progressive skill sets and knowledge base.
  • Knowledge of open (source) GIS tools and data such as: QGIS; GeoServer; OpenLayers; Leaflet; GDAL/OGR; python packages Fiona and Shapely; OpenStreetMap and OpenAddresses; Trimet developer tools.
  • Knowledge of object oriented programming languages and experience with shell scripting languages, SQL, and Python.
  • Demonstrated knowledge and experience in the development and maintenance of complex relational databases and experience with PostgreSQL and Oracle databases preferred.
  • Ability to effectively combine multiple analytical tools and data formats, including database systems, GIS mapping and CAD generated drawings.
  • Ability to understand and implement work programs and multiple tasks and to elicit support and cooperation from other departments and staff from other jurisdictions.
  • Ability to organize work, prioritize projects, meet deadlines, and coordinate and complete multiple tasks with minimal supervision.
  • Ability to work with diverse individuals, one-on-one or in a team context.
  • Ability to communicate clearly and effectively orally and in written form.
  • Ability to teach and communicate effectively to both technical and non-technical people.
  • Ability to establish and maintain good working relationships with employees, supervisors and the general public, including those from culturally diverse backgrounds, the elderly, persons with disabilities and/or other vulnerable populations.

Grade 12, Exempt, Non-Union, Full-Time
