​Seattle Public Utilities is recruiting for a productive, motivated Utility GIS Analyst to join the Utility GIS team. The Utility GIS team is dedicated to supporting the use of GIS data and tools in every branch of the Utility. This position works collaboratively with the GIS data maintenance group and GIS Developer on the Utility GIS team, other GIS work groups within SPU as well as the Seattle IT Department.

GIS is used extensively at SPU for research, planning, design, asset maintenance, permitting, situational awareness, field data collection, customer service, public outreach, and common workflows. This position will be integral in ensuring that GIS data and tools are used effectively to meet the on-going and emerging needs of the Utility. In this role you’ll deliver high quality GIS products and services to departmental customers in support of critical functions such as business analytics, predictive risk analysis and management, customer billing, mapping, project delivery, and Race & Social Justice.

Job Responsibilities

Here is some of what you might be doing in this role:
  • Perform intake interviews, business analysis, and requirements gathering for new GIS requests; develop options for meeting customer needs.
  • Design, create, and deploy new GIS tools and data sets.
  • Maintain department-specific data sets.
  • Design and implement integrations between GIS and departmental business systems.
  • Implement best practices among power users and GIS professionals working inside the departments.
  • Develop web maps, web applications, and web services; produce maps; perform spatial analysis.
  • Steward GIS Open Data sets on behalf of/in collaboration with departments.
  • Train and support end users; develop training materials and other user resources.
  • Participate in user group meetings and outreach events within SPU to provide updates, answer questions, and assist with long-range planning.
  • Maintain a long-range view of departmental needs and of the health of the tools deployed to meet those needs; help shape SPU’s geospatial strategy.
  • Represent departmental interests in City-wide discussions.
  • Be a leader in the continuous improvement and modernization of GIS and IT processes.
  • Implement GIS data modeling for a variety of GIS projects.
  • Provide support, troubleshoot, make modifications, and perform maintenance for applications, scripts, and tools, often defining tasks to be completed by other GIS developers and technical staff.
  • Test new GIS applications and tools; perform QA/QC on a variety of complex projects as assigned by GIS Developer.
  • Collaborate with Seattle IT groups as need to accomplish tasks.
  • Support department goals in promoting diversity and social justice.

Qualifications

Experience:
  • Four (4) years of proven expertise in GIS analysis and related areas.
  • Four (4) years of experience with ESRI software suite.
  • Two (2) years of experience engaging with customers, end users, GIS professionals, IT professionals, and management to discuss GIS solutions, business needs, and desired outcomes.

Education:
  • Bachelor’s degree in Geography (GIS), Computer Science or a related field.
  • Combinations of appropriate education, training, certification, and experience will be evaluated on an individual basis for comparability to the minimum education and experience requirements.

License, Certification and Other Requirements:
  • At the time of appointment must hold a valid Washington State Driver License.
  • To be successful in this role, a candidate should possess some of the following technical knowledge/experience of utility design, and leadership skills/abilities:
  • Performing GIS analysis and support for drainage/wastewater and/or water utility customers.
  • Expressing complex topics and issues to a range of audience types and levels of experience.
  • Providing leadership in work environments that change with technology, new strategic goals, and personalities.
