West Coast Geospatial Coordinator (Oakland, CA)

The Baldwin Group, Inc. (TBG), a contractor to the National Oceanic and Atmospheric Administration (NOAA) Office for Coastal Management (OCM), is announcing a exciting/dynamic opportunity for an enterprising professional to apply their geospatial expertise to critical ocean and coastal management challenges, working with a federal agency known for its cutting edge geospatial technologies.

TBG seeks an exceptional individual to provide geospatial coordination as well as technical support in the West Coast region (California, Oregon, and Washington). The position will be located at OCM West Coast office in Oakland, CA. The successful candidate will serve as the West Coast regional geospatial specialist assisting in the development and implementation of regional activities, coordinating and providing direct technical assistance in the region, and participating in other Office for Coastal Management geospatial and remote sensing projects. Core responsibilities include, but are not limited to, the following tasks:

Responsibilities:
  • Develop products in a team environment to address regional needs throughout the West Coast. The following products are in development or might be enhanced: the Coastal-Change Analysis Program land cover data and trend information; Sea Level Rise Visualization tool; marinecadastre.gov partnership support; ocean economy partnership support (Economics: National Ocean Watch); and the creation of web based maps for regional application.
  • Provide geospatial technical assistance  to improve coastal and ocean resource management in the region
  • Develop case studies from the West Coast focused on the application of Office for Coastal Management data, tools, or trainings to address specific coastal management outcomes
  • Develop contextual maps, such as Esri’s story maps, that will be hosted on the Digital Coast website  
  • Engage in relevant geospatial and regional working groups. This includes participating in regional geospatial workgroups; assisting with coordination of state and federal mapping and application efforts; developing geospatial tools, information, and regional data coordination work; and providing technical assistance.
  • Identify relationship-building opportunities in the region and in collaboration with other National Ocean Service and NOAA regional programs  
  • Work in a dynamic team environment with TBG, OCM and other key partners to identify geospatial needs along the entire west coast to inform future priorities and activities for OCM.

Travel is required on an as-needed basis throughout the region, as well as to Charleston, South Carolina, and Silver Spring, Maryland.

Qualifications
Required:

  • Master’s degree in the coastal resource management or related field, plus two years’ related experience
  • Self-starter with the ability to work in a small team environment without direct day-to-day, onsite supervision
  • Strong communication and organizational skills, as well as excellent interpersonal skills
  • Ability to understand coastal management issues and use geospatial technologies to help address these issues
  • Demonstrated ability to build relationships with management, colleagues, and external partners
  • Two years’ experience using ERDAS and/or ESRI ArcGIS
Preferred:
  • Knowledge of coastal and marine programs in the West Coast region and within NOAA
  • Experience with land cover mapping and/or elevation data
  • Experience working with state and federal agencies, tribes, academia, and nongovernmental organizations
  • Demonstrated interpersonal and facilitation skills
  • Advanced degree in earth science
