Location: Elko, NV Contract Length: 6 Months **NON-COMPETITIVE ELIGIBILITY** Job Description: The Great Basin Institute, in cooperation with the BLM (NV) Elko District Office (EKDO), is recruiting an AmeriCorps GIS Technician to support the EKDO cultural resource program. The selected technician will qualify for Public Land Corps (PLC) noncompetitive government hiring status (see below for explanation) upon successful completion of this position. The technician will use analog records and GIS to ensure that cultural resource data from approximately 4,000 records have the correct geospatial data to be stored in the SHPO database. This archaeological archiving and records management project will provide the successful applicant with exposure to federal data, records and database systems, provide insight about how a federal land management agency operates under a multiple-use mission, and will offer the opportunity to develop and sharpen skills related to GIS and data management. Upon completion of this position, the technician will be better prepared with the geospatial skills necessary to function in today’s cultural resources field. Being a member of the cultural resources team on the Elko District, this program may also involve a variety of cultural resources management activities including but not limited to:
Work Environment: Approximately 90 percent of the work is in the office. Office work involves using GIS to create maps and conduct analysis. Organizing and correcting analog and digital records and files. Planning and organizing field projects and educational events. Approximately 10 percent of the work is in the field. The fieldwork will involve driving and walking over rough and sandy terrain with wide variations in temperature ranging from below freezing in the fall and winter to above 90 degrees F during the summer. BLM Equipment Used – training will be provided for all equipment used. Safety is our first priority: Computers, GPS Units, Utility vehicles, 4x4 vehicles, and Monitoring Equipment (tapes, compasses, clinometer, etc.) Physical Demands: Duties in the office will require a significant amount of sitting, focused on computer work as well as working with paper documents. Duties required for outside work involve walking, bending, climbing hills, lifting and carrying various materials or supplies which are occasionally heavy. Daily work shifts of 8 to 10 hours are anticipated within a 40 hour work week. The work week is Monday through Friday. Summary The GIS Cadastral Cartography Tech assists the Cadastral Cartographer in creating and maintaining a representation of Computer Assisted Mass Appraisal (CAMA) data in GIS format. This position supports the Assessor’s Office internal business needs for tax assessor maps, deed processing, and the provision of needed maps and analysis as well as supports over-the-counter requests from public and private entities for digital and hard copy GIS products. Distinguishing Characteristics Working under the direct supervision of the County Assessor and guidance of the GIS Coordinator, the GIS Cadastral Cartography Tech will review surveys against County standards, and industry best practices. This position will participate in the State of Oregon’s ORmap Project to keep abreast of changes in state standards and the implementation of new cadastral mapping technologies. Also, the position will demonstrate a working knowledge of CAMA systems, as well as familiarity with GIS datasets germane to tax assessment. Furthermore, the GIS Cadastral Cartography Tech will assist in ownership discrepancies by performing deed and title searches to verify ownership. This position will also process land transactions through the CAMA system.
