Job Summary To perform a variety of technical duties in the planning, coordination, implementation and maintenance of the City's Geographic Information System (GIS) including the design, implementation and maintenance of City spatial database structures, spatial analysis and research, map production, GIS application development including internet mapping; to manage GIS projects; to participate in the development and maintenance of electronic databases for use in City business and asset management; to coordinate GIS activities with City staff, other government agencies and acts as GIS reference contact to the general public; to provide user training to various departmental personnel and resolve problems; to provide highly technical and complex staff assistance to the Information Technology Manager; and to perform a variety of technical duties relative to assigned area of responsibility. Minimum Qualifications Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: Education: Associate's degree in GIS, Computer Science, Information Services, or a related discipline required. Bachelor's degree in GIS, Computer Science, Information Services or a related discipline preferred. Experience: Minimum of two years of increasingly responsible experience in a GIS-based infastructure management capacity, including design, integration, and implementation coordination. Two years' experience with ESRI products including ArcMap, ArcCatalog, ArcSDE, ArcGIS Server and ArcPad preferred. Licensing and Certifications Valid Driver's License and acceptable driving record May be required to obtain Law Enforcement Database System (LEDS) Certification Physical Demands and Working Conditions The physical demands herein are representative of those that must be met by an employee to successfully perform the essential functions of this job. Maintains statewide natural resources databases for all units within the Wildlife Resources Section. The employee will possess considerable latitude to accomplish tasks. Knowledge of mathematics and statistical methods and techniques, including forecasting and simulation techniques. • Knowledge of database management and statistical software programs including but not limited to Microsoft Access, Excel, and SPSS. • Knowledge of the basic rights of human subjects in research and the institutional review board process. • Knowledge of the sources of data and methods of obtaining data. • Ability to design and implement complex research and evaluation studies, apply research methodology, perform appropriate statistical analyses and interpret results. • Ability to produce and present complex data collection, analysis procedures, and research findings in written reports and oral presentations. • Ability to plan and execute research projects. • Ability to conduct comprehensive literature reviews to support research. • Ability to prepare research reports for publications using professional publishing software programs such as Acrobat Pagemaker/InDesign, Acrobat Illustrator, or Microsoft Publisher. • Ability to manage multiple research and/or evaluation projects simultaneously at different stages of development. • Ability to fully investigate the utility and accuracy of data sources. • Ability to express ideas effectively orally and in writing.
